The standard fan has the shape of a lune: like a piece of pie, a pat of a circle. The "Balloon" fan has an elongated (non circular), symmetric shape produced as if the center of a circle were pushed down along a diameter. The Balloon shape is characteristic of balloons used for aerial ascent during the 19th century.
